Clark County’s Navigation Center has quietly reshaped lives in Southern Nevada.
Two years after converting a vacant Motel 6 into a wraparound care facility, the County’s bold approach to homelessness has delivered stability, health, and dignity to more than 1,700 individuals who needed a way forward.
A bold transformation yields real change
Back in 2023, the County saw an opportunity. A rundown motel became a pilot project—a place where temporary housing, mental health support, telehealth access, and caseworkers could operate under one roof. Rather than scattering services across town, everything was consolidated.
This approach made the Navigation Center both efficient and personal. Instead of waiting in line at different agencies, residents received the support they needed immediately. Most importantly, they stayed on-site while working toward permanent housing.
As a result, Clark County leaders now view the Navigation Center as more than an emergency response—it’s a blueprint.


Strong results delivered every day
Between July 1, 2023, and June 30, 2025, the Navigation Center served 1,784 people. These individuals were offered access to:
- Telehealth and physical care services
- Onsite mental health support
- A fully stocked pharmacy
- Dedicated case management with a housing plan
Each of these elements was part of a holistic care system. Caseworkers worked side-by-side with guests to ensure every opportunity for stability was used effectively. Furthermore, clients didn’t just receive checkups—they left with real direction.
Partnerships fuel the Center’s success
Clark County didn’t act alone. The facility is operated in partnership with WC Health, and its CEO, Marce Casal, credits this cooperation with helping hundreds of people return to community living.
In addition, the Center’s family reunification work has made a lasting impact. By helping individuals reconnect with relatives, locate safe homes, or rejoin existing support networks, the staff has helped break long-term cycles of isolation. These outcomes underscore how transitional housing becomes permanent success through guided support.
Central location meets community needs
Positioned close to major transit and social service hubs, the Navigation Center’s location allows rapid coordination between agencies. This location strategy reduces transportation issues and improves follow-through for clients who otherwise struggle to access care.
Additionally, because the Center operates within Clark County’s public safety network, individuals often arrive through law enforcement referrals or outreach programs that ensure no one is left behind.
Case managers then assess their needs and provide direct access to everything from detox resources to ID replacement or employment support. These steps are key to long-term housing retention.
A national model for wraparound care
Clark County provides more than roads and parks—it leads in regional services for 2.4 million people and over 45 million visitors annually. As the 11th-largest county in America, its role in managing public health and human services is critical.
The Navigation Center proves that local government can innovate without losing compassion. It also shows that bold investments—especially during times of crisis—can build scalable solutions. In fact, cities across the country now contact Clark County for advice on replicating this model.

Today, the Navigation Center continues to evolve. Staff meet regularly to improve programming, adapt services, and increase efficiency. Community partnerships also remain central to its success. New service providers are brought in based on emerging needs, allowing flexibility without sacrificing quality.
The mission is ongoing. Homelessness isn’t solved overnight, but the Navigation Center moves people forward, one step at a time. That’s what separates it from shelters of the past.
